Lu Ping'an understood Xia Qin, just as Xia Qin understood Lu Ping'an.
Lu Ping'an knew that even though Xia Qin was a "Good Person", she had always been a realist.
She believed that procedural justice was more important than substantive justice and was a classic "good police officer", but she actually did value substantive justice.
On the contrary, she had seen too much of the lower limits of human nature like many law enforcers and judges, and was worried that pure "substantive justice" would turn into "self-righteous justice"...

Those in possession of power abusing it according to their own preferences is in itself a disruption to order, so Lu Ping'an was absolutely not a good police officer, but Xia Qin was.
