The carrying capacity of the Divine Kingdom is limited, generally speaking, in the divine kingdoms of top-level deities, there are even millions of people.
But even the weakest deity can have more than a hundred thousand...The total number of explorers and their "ship ticket" quota is limited.
That kind of "carrying" is more of a conceptual carrying, the total number of people may not be fixed, maybe a high-level strongman occupies several spots.
