Generally, it first infects the surrounding area, distorting nearby reality, creating various bizarre mutations; at this point, it is still considered a Level 2 event following conventional definitions.
Then, once everything reaches a certain threshold, the "pollution source" completely integrates with the surrounding world, making it unrealistic to eradicate it (unless the entire area is utterly destroyed and exiled).
