Micah thought it was so impulsive of him to mark her right away and expose her too soon. For now, even though he had not yet publicly said that she was his mate, the rumors spread so fast and it was safe to say most of the supernatural creatures had already known about this.
This was one of the reasons why Micah didn't want Hazel to go out.
However, after their conversation where Hazel let him know how she really felt, he relented, but not before citing a few conditions that Hazel needed to follow. They could fight for seven days and nights or even years, if it meant she was safe, he wouldn't mind.
Therefore, finally after a long argumentation back and forth they came to a conclusion on Hazel's safety, but still to the point that made her feel comfortable.
Because if it was up to Micah, Hazel wouldn't have much space to move, even though she was allowed to go out.
