Leo was not surprised that he received a new reward from one of the system features [City Conquering Tab]; instead, he felt it a little unbelievable that Wilson swore his allegiance to him so soon.

Even though he could get it by killing Wilson and replacing his place with one of his followers, Leo felt it was a time-consuming process. Since Wilson was not as bad as other city leaders, he decided to get the reward by making him swear his allegiance to the host.
