I think what we saw was Ruby's Heavenly Skills activating and most likely her Aura, a combination of her own Physique and Magic Circle powers unified into a single manifestation of her elemental, magical, and physical powers.
Yeah, you usually unlock Aura at Tier 3, but most of the people at Tier 3 we've seen had no Aura at all, it seems that aside from reaching that level, you also require a certain level of comprehension over what your elements are and also your abilities and magic.
It's… I guess it's not easy and it's rather complicated. It also has to do with your mental state, your Will and your Desires, and how you translate your Emotions into your Power and Magic.
Seeing how Physical Energy or as its usually called, Ki, is needed to combine with Mana, it's not something everyone can easily do…
