Having to settle down thousands of people was not as easy as Cole had thought. These people were all level 1 with shitty stats and no equipment. Those of them who were Raens automatically fell under Cole's camp, he was the progenitor after, serving him was the only viable route for them.
After the speech quite a few more had taken the oath and changed their races too, and joined. Of all the people within his territory, 90% of them were Raens. Never the less the others were all still willing to be a part of the community. Cole had to have Eze and Irma organize hunting parties that would go out and power level the new comers. It was quite hectic and even more stressful than he had envisioned, but he had help, which made it a little bit easier.
