First of all, the amount of percentage that he could manipulate with his Luck Energy. Those didn't show the current chances of things happening but instead the chances once he decided to manipulate them.
For instance, let's say the little puppy's barking from before. At the start, it showed that it had a 96% chance of barking, yet even after 5 minutes of waiting, it didn't.
And why was that? It was because that 96% chance only became 96% if he used his Luck Enhancement, meaning if he triggered the chances!
This meant no matter how high or low the chances of something happening were if he didn't use his Luck Energy they meant nothing!
Even if he saw that something had a 99.99% chance of happening, until he didn't activate his Luck Enhancement and alter that number even a tiny bit, the chances would not get triggered at all!
