The system couldn't just search for info throughout the world and show him. It could only check and show info or details that Shiro had already come in contact with or knew about.
Basically, even if he had forgotten about it, the system could access it and reveal it to Shiro. However, if there was something that Shiro never came across, or didn't know about it, the system couldn't help him in that matter.
It was evident from the fact that only after Shiro had seen his first wanted poster, did the system declare a hidden mission to be completed. Of course, the flyer or poster was made before Shiro could actually see it.
