The staff in the control room cheered before they could completely understand the implications, and didn't realize it would turn into a tornado.
It wasn't until the tornado grew larger that the control center recognized the problem and immediately shut off the high-energy beam, causing the tornado to gradually subside.
Conditions for forming a tornado didn't exist within dozens of kilometers around the experimental apparatus, as the area wasn't a plain—it was obstructed by many high mountains, rich in number, and even if a tornado did form, it couldn't have spread very far.
The tornado wasn't part of the plan, nor was it of any concern.
