The place Lucius set up in his laboratory was far away from the prying eyes of people. Viscount Lucius has fulfilled requirements to the best of his ability. Not only humans, Fein can't even see any animals except for the crows within 100 kilometers of it.
"Viscount overdid it" Brick facepalmed as he saw the desolate place.
