Every Low-Level Sovereign of your army would be able to take on a High-Level enemy Sovereign.
As for the High-Level Sovereigns, under my commands, as long as a Primordial doesn't step in front of them, they will be unstoppable—able to take on even multiple Sovereigns at the same time.
