It wasn't a matter he could decide on without thinking.

"We do not know how long the Reaper's Veil would last, the rough estimation we have is too wide, we need a more accurate number.
Not to mention we are already having a hard time protecting just the few of us from the Universe's ire, protecting an entire world is not going to be simple.
