During Killian's imprisonment, his entire spy network was compromised. As his subordinates were unaware that he'd been incapacitated, they didn't question the orders they had received. Besides, they were issued with his customary sigils and codes. They had no reason to be suspicious.
The nature of their work was such that they rarely consulted with one another unless they were to work as a team. And none of the orders that they ostensibly received from Killian indicated that teamwork was a requirement.
As a result, they were now scattered far and wide and were unaware of the various assassination attempts on the life of the Crown Prince and his new bride.
One by one, the Shadow Agents received their orders, ostensibly from Killian himself. Each agent had their own codes and methods of communication with which they received their assignments. So long as the proper methods were used, they would follow their orders without question.
