The Tenth Realm, by default, is the arena for the first tier competitors. Those who are categorized into the second or third tiers were absolutely not allowed to participate in it!
However, the World's Contest Organizers did not specifically prohibit third and second tier competitors from striving for the Tenth Realm, which is why there are different tier competitions during the realm challenging process.
This tradition has formed not because people deliberately divided it into three tiers, but because being a Soul Pet Master of the young generation, the age gap directly leads to a disparity in power. Often, a difference of three years would have the most direct manifestation.
Therefore, after so many sessions of the World Decree, the tacit formation of tier divisions gradually emerged, and it has been recognized by the World's Contest Organizers as an implicit rule.
