Prisoners were divided into ten levels, not based on their strength but on the severity of their crimes.
The first level usually consisted of those who committed malicious homicides during regulated battles with no previous crimes. These offenders were designated as first-level prisoners and imprisoned for several years.
The seventh level consisted of formally wanted prisoners, often hunted down by prisoner hunters before being captured as dangerous criminals.
Seventh-level prisoners committed countless acts of violence and had superior strength compared to Soul Pet Masters with level 7 titles. At their peak, these individuals could single-handedly kill an entire town of people and Soul Pet Masters.
Once captured and detained, these prisoners had their dangerous soul pets forcibly removed from their soul contracts by prison enforcers, leaving them with only a few weaker secondary pets. Furthermore, their ability to summon soul pets was limited during their imprisonment.
