This statement has become ambiguous, and the original meaning was to indicate that soul masters and soul lords have also experienced the soul warrior level period, when their spirit souls could only ride soul pets at the war general level.)
(In addition, "riding" a soul pet and "signing a soul pact" are not the same concept, no matter what level, humans can sign a soul pact with any soul pet, even a soul pet that is outrageously strong. The only issue is the success rate.
