A few kilometers further lay the slums of Panem.
While not as chaotic as depicted in movies, it was hardly a desirable place either, with less than ideal security.
Fortunately, the area was well-equipped with necessary amenities, although occasional gunfights and robberies did occur.
For the residents here, however, such incidents were considered normal. As long as they were cautious when stepping out, there were no major problems.
Cohen's house was in an apartment on Devore Street.
