To say Anna wasn't shocked would be a lie. No matter what village one went to, food has always been a problem, as many start planning for fall, winter, spring, and summer. 

Regardless, each season always had its struggles with food gathering. 

Even in summer, the rampant animals that kill hunters were more frequent than any other time. 

When the sun is out, even evil comes out to play. There have been cursed skeletons moving about not too long ago until the empire took care of them. 

Likewise, in colder weather, village wars over food were also rampant. 

Food was and will always be a major priority for all villages.

Thus, they stored their grains and goods for rainy days. This was why everyone had to have just the bare minimum, except there were the hunters and guards who would be given more, but not exaggeratingly. 

Even at this, she and her family hadn't been privileged to have the bare minimum.
