Carlos Rivas' case was the most revered case in the vicinity at the moment. Drew was certain he could tie down a lot of organized crimes to whatever Carlos was involved in. But the problem was that Carlos was a tough man. Even knowing that his life was at risk and that the people he worked to protect were still the one's trying to maim him. Carlos still wouldn't say a word.
Every lead, every information, every Intel; they all led to a dead end. Organized crimes were the worst. The people in charge knew how to cover up their tracks, and whatever went on in these networks was scary. To command the sort of respect Carlos displayed must be huge. But Drew himself never gave up.
