Probably because most countries in Europe are sparsely populated due to their large land area, such campgrounds can be found just about anywhere around cities.
However, unlike the crowded parks in China, the campgrounds in the suburbs here are usually devoid of many visitors, with a few exceptions.
As a result, facilities and services of such parks are close to non-existent. It's a bonus just to have functional public toilets and water sources around the camping areas.
