The reason for his investment was simple. It was in line with the future development direction of Abu Dhabi, which, as the wealthiest emirate in the UAE, should not remain less well-known than Dubai.
So, Abu Dhabi decided to develop its own tourism industry, but given the city's traditional conservatism, they couldn't be as extravagant as Dubai. Therefore, they chose culture as the breakthrough point.
Actually, there were precedents for this in the Gulf states. For example, Qatar developed universities, media, museums, and the like, similar to the famous Peninsula Television Station.
