Meanwhile, at the Harrison Tower, the tallest building in Crystal City, the mayor is holding a fundraiser when Roman and his army storm inside, killing all the guards and taking hostages. They break into the penthouse where the fundraiser is, catching everyone by shock and off guard.
Roman Galloway: Good evening, Mr. Mayor.
The entire police force and SWAT arrive while Michael and Roy suit up.
Clint Gallows: I'm sending you the coordinates. Police and SWAT have the entire building surrounded.
Michael and Roy place an earpiece in then together, Michael climbs into his heavily armored vehicle while Roy mounts his motorcycle and they both speed off towards Harrison Tower. Roman holds the mayor at gunpoint.
Mayor: What can I do for you, Mr. Galloway?
Roman Galloway: You know what I want. This little fundraiser is over with. I want you to call off the police and make way for my guest that will be here in exactly twenty minutes, and he does not like to be kept waiting.
One of the mercenaries places a phone into the mayor's hand. He calls up David and instructs him and everyone else to pull out and leave the property or they will be terminated from their jobs while at the same time David gets a phone call from The Outlaw, now using a disguised voice informing him to do what the mayor instructs as he and Roy are on the way. David and the entire police force reluctantly do as they are instructed and depart from the tower. Inside the building, guards have posted up both inside and outside as The Outlaw and Roy, now going by the codename Nighthawk, storm the property as The Outlaw fires the turret gun on his car that kills the guards outside while Nighthawk jumps off his bike that crashes into another mercenary and takes down another while fending off a third. Together, The Outlaw and Nighthawk dispatch the guards outside then make their way inside. The mayor tosses the phone down as Roman grabs a party guest and executes her by shooting her in the head.
Roman Galloway: Let that be a warning to you and to everyone here. Tell me, Mr. Mayor, are you aware of a masked vigilante in a gunslinger costume running around your city? Thinking he is judge, jury and executioner?
Mayor: Yes. I have seen it all over the news.
Roman Galloway: And why have you not taken any actions against this killer?
Mayor: He's not a killer, Mr. Galloway. The ones he has taken down worked for you and I know all about how you kill those who disagree with your tactics. Maybe you should take a look in the mirror every once in a while at the killer standing in front of me right now.
Roman smirks at his remark and walks over to him. He pats him on the shoulder then proceeds to punch him in the gut with so much force it causes him to vomit.
Roman Galloway: I do what I see is best for this city. Something you refuse to do. As for you left in here, take a seat. Tie them down. I don't want anyone going anywhere.
The Outlaw and Nighthawk eliminated the remaining guards on the ground floor, enter the elevator and make their way to the ninth floor.
Clint Gallows: Ten hostiles right outside.
The Outlaw: On 3. 1. 2. 3.
Once the doors open, they both attack the mercenaries, using their martial arts and fighting techniques to overpower and eliminate them.
Clint Gallows: Just to let you two know, Roman has taken the mayor and his guest's hostage in the penthouse and have already executed one.
The Outlaw and Nighthawk continue to do battle with the mercenaries and defeat them when Clint informs them of a bomb on the mid-level lobby, set to go off in forty minutes.
The Outlaw: How many hostiles in the penthouse?
Clint Gallows: I count twelve, plus another twenty on mid-level.
The Outlaw: We need to move fast.
A helicopter flies overhead appearing to land on the roof of the tower.
Nighthawk: SWAT?
The Outlaw shakes his head as they continue to move as the person in the helicopter is Sasha as he steps out with his two bodyguards and enters the penthouse to find the mayor having been beaten.
Roman Galloway: Welcome, Sasha.
The two men shake hands as Sasha looks at the mayor.
Sasha Klevenshka: Let's get down to business.
Sasha begins to scan the six hostages carefully when he orders his two men to execute the two male hostages. Meanwhile, Nighthawk takes the elevator to the mid-level floor and as it stops, the mercenaries all point their weapons at it but when the doors open to reveal it empty, the second elevator doors open and Nighthawk tosses some flashbangs that blind them and instantly goes on the attack, managing to disarm and take a few down as the others open fire, but don't manage to hit Nighthawk.
Nighthawk: I'm here! The two bombs are connected to each other.
Nighthawk continues his battle while Clint begins to give him instructions to defuse the bombs as The Outlaw makes his way to the rooftop, where Sasha's helicopter is waiting. The Outlaw takes the three guards down and knocks them out and proceeds to the staircase and opens the door that will lead him to the penthouse.
The Outlaw: I'm at the penthouse.
Nighthawk finishes off the mercenaries by shooting and killing those that remain and proceeds to cut the blue wire to defuse the two bombs, his celebration is abruptly ended though as Hitman attacks him.
Clint Gallows: Roy? Roy, talk to me. What's happening?
Nighthawk can't respond as he is thrown against a wall and manages to move out of the way as Hitman charges him.
Nighthawk: I'm a little busy!
Back at the penthouse, The Outlaw watches Sasha "studying" the remaining hostages and gives the order. Clint cuts all the power as the emergency lights cut on and The Outlaw enters. Nighthawk and Hitman continue their battle as Hitman headbutts him in the face then kicks him towards the railing, but as he goes for another attack, Nighthawk kicks him away and delivers a punch of his own, stunning Hitman. The Outlaw quickly eliminates the armed mercenaries and guards, leaving Roman and Sasha left as the sunroof windows shatter to reveal Yuri in his Shadow Hunter outfit and lands in front of them, sword drawn and ready to strike. The Outlaw stares at Roman with a burning rage, but as Sasha attempts to escape, Shadow Hunter holds him back by threatening him with his sword and speaking to him in Russian. The Outlaw tosses the mayor a knife to cut the hostages free and escape while Roman tosses his weapon to the side as does The Outlaw. This is the moment he has long waited for to finally get his hands on the man truly responsible for Trevor's murder and countless others. The man who has caused him so much pain and suffering and, on this night, it all ends.
Roman Galloway: Why don't you take that mask off so I can look you in the eyes as I take your life?
At first, The Outlaw appears to do so, but it's only a trick as he throws a knife at him to which Roman catches it and The Outlaw goes on the attack. The mayor and his guests use the elevator to get to the bottom floor as David and the police department have returned and wait in the lobby just as the mayor comes off the elevator. They guide them to safety as Nighthawk and Hitman continue their fistfight. Hitman appears to get the upper hand and throws Nighthawk against the railing once more and tries to push him off until Nighthawk gouges him in the eye, slides underneath him and when Hitman turns around, Nighthawk delivers a roundhouse kick with enough force that sends him over the railing. David watches in horror as Hitman lands with a gruesome thud to the ground below, smashing his head wide open and splattering brain and gore all over the place. He looks up to see Nighthawk looking down at the scene. The Outlaw and Roman, meanwhile, continue their battle and at first, The Outlaw seems to be winning until Roman blinds him and uses a food tray to smash him across the face. Stumbling towards the window that leads to the roof, Roman runs and shoulder thrusts him right through it. Stepping onto the roof through the now shattered window, Roman lifts him to his feet and punches him in the gut but The Outlaw returns a punch of his own. Roman goes for another blow, but The Outlaw reverses it, punches him then traps his arms with his and headbutts him in the face. Charging, The Outlaw lifts Roman off the ground and slams him into the helicopter and delivers a multitude of thunderous blows but Roman manages to block one of his blows and elbows him in the face then slices him across the chest with a knife that breaks skin and begins to bleed. Roman turns the tables and slams him against the helicopter and pins his hand to it by stabbing him. With only one good hand, The Outlaw is defenseless as Roman delivers a fury of punches of his own, powerful enough to bust his face up then removes The Outlaw's mask and chuckles when he sees it to be Michael, confirming his suspicion the entire time. Roman rips the knife from The Outlaw's hand and goes to stab him, but The Outlaw blocks it as they both struggle for power until The Outlaw knees him in the gut and elbows him in the face. Roman falls to the ground, as The Outlaw leans against the helicopter as blood pours from his hand when Sasha, having crawled onto the roof to one of the dead guards, removes a grenade from him and tosses it towards The Outlaw, but Shadow Hunter appears and slices his hand off with his sword, but the pin from the grenade has been pulled, forcing Shadow Hunter to snatch and throw it off the roof. While a news chopper hovering above captures this on LIVE television. Looking at Roman as blood covers his face while The Outlaw walks over to him as Roman stands to his feet, both men wounded and exhausted. Roman chuckles as Michael glares at him with the same burning rage.
Michael Monroe: You took everything from me. The only family that I had left.
Not replying, Roman throws the knife at him, but Michael knocks it away just as Roman climbs into the helicopter, preparing to escape. Shadow Hunter attempts to stop him, but Roman kicks him away then shoots him with his side pistol while Michael climbs inside as Roman lifts the helicopter off the ground! The two fight for control of the craft making it start to spin out of control and alarms blaring. The helicopter begins to head for another building and before it impacts, Michael jumps out as does Roman. The helicopter crashes onto the roof of a different building. Meanwhile, Brooke has arrived having seen coverage of the fight on the news. Michael and Roman both stand to their feet. Exhausted from their battle, the foes glare at each other and then begin throwing blows, some landing and some being blocked until Michael catches his arm, throws him down and applies a triangle hold and manages to break his arm! Michael releases the hold and Roman, now with only one good arm, stands up as Michael lets out a battle cry and shoulder thrusts him over the edge of the building! Thinking he fell to his death; he looks over to see that Roman is hanging on for dear life. At first, he thinks of kicking him off but then manages to grip ahold of his humanity and hesitates. That's when he notices Roman smiling up at him as another helicopter suddenly appears. This one piloted by two mercenaries and they fire several missiles into the building, but the attack is ended just as it begun as two SWAT helicopters arrive and the officers inside shoot and kill the pilots that sends the helicopter crashing to the street below. Michael then grabs ahold of Roman's hand and lifts him up as one of the SWAT helicopters land on the roof, detain Roman and place him inside. The roof of the building begins to collapse, sending Michael crashing through it as the SWAT officer fails to save him, but the fall doesn't kill him as he only falls two stories.
Clint Gallows: Michael, if you can hear me, you need to get out of there! The building is coming down!
Michael manages to recover and heads for an elevator, but the roof caves in, blocking his exit.
Michael Monroe: Shit! My exit is blocked!
Clint Gallows: Staircase to your left.
Michael runs into the staircase and descends the stairs as debris falls around him and the roar of the building collapsing causes Michael to put it in second gear and starts jumping stair after stair. Then, as the building collapses, Michael manages to barge out of the stairwell to the outside and runs as fast as he can as the building falls to the ground, appearing to crash on top of him. The news helicopter above captures this and Michael's radio has gone to static.
Clint Gallows: Michael? Michael, if you can hear me, please say something.
But the radio remains a static with no reply. Nighthawk can hear the static as well and begins to think that Michael didn't make it as he steps out from the tower. He and David make eye contact and David can see it in his eyes of the bad news. The helicopter records the dust and rubble from the building with no signs of Michael anywhere. Fire has engulfed what remains as smoke rises into the night sky. Power has been restored in the city, but everyone watches desperately for something to happen. Brooke starts to cry as Chris stands there, beginning to lose hope.
Commissioner David Oswalt: Come on, Michael.
Just then, the helicopter catches movement in the smoke and out steps Michael, though badly wounded and battered, limps from beyond the smoke and rubble and cracks his neck.
Michael Monroe: You're not getting rid of me that easy.
Clint laughs as Michael has survived and Nighthawk smiles at the site of his partner still alive.
Officer: Sir, you may want to see this!
David rushes over to the officer and sees Michael limping towards them and can't believe that he somehow survived, then orders some officers to go help him. Michael is helped by two officers when he spots Brooke, and she sees him then runs to him as he catches her in his arms and holds her tightly. They kiss each other as Brooke cries in joy to see him alive and when Chris sees him, the two laugh and hug each other. Laying inside of an ambulance, having most of his wounds treated and bandaged, Nighthawk enters and sits next to him.
Nighthawk: You are one crazy son of a bitch.
Michael Monroe: I told you I would not stop until Roman was dead.
Nighthawk: Bad news, he's not. He's on his way to hospital right now, but after that, prison.
Michael Monroe: May not have killed him, but at least now, we can rest a bit.
Nighthawk: Why didn't you kill him?
Michael Monroe: Because of Trevor. What would he have said if he saw me kill the man that killed him? Would he have approved it or been disappointed?
Nighthawk: Personally, I think you made a very wise decision. Most people in your shoes would have ended him.
Michael Monroe: Sometimes we let go of our humanity when the rage blinds us to see who we really are. I take that with a grain of salt.
Nighthawk: Look at the bright side, though. We're superheroes now.
Michael scoffs at that and the two fist pump when a paramedic climbs inside, and the ambulance departs to the hospital.
Weeks pass since the incident at the Harrison Tower and the mayor (named Mayor Andy Martin from the news broadcast) thanks The Outlaw and Nighthawk for their dedication in keeping Crystal City safe and labels them both as allies not just to the police department but to the city. Meanwhile, Michael, still able to keep his identity a secret of being The Outlaw, is slowly recovering from the battle and is helping Clint and Roy add on to their command center. Roy continues to better his hand-to-hand combat skills, Michael brings Brooke to the command center for the first time, and she is blown away by the state-of-the-art technology, armory and gym while Clint presents Roy with a brand new, dark green battle suit where the sleeves and pants have been painted a black color and has the symbol of a hawk.
Roy Wheeler: What's with the hawk symbol?
Clint Gallows: Because hawks represent awareness and enlightenment. I'm working on something else to go with it, so, it's not fully finished, but it'll work for now.
Roy can't help but smile at the new suit and thanks him. Since then, Roman has been imprisoned at the Garrison Penitentiary, where he is to remain until the day he dies.
Over the next few days, Crystal City sees a dramatic decline in the crime rate due to the fact The Outlaw and Nighthawk, protecting the city. During this time, Michael has promised Brooke to not keep anymore secrets, but promises to keep her safe and protect her at all costs and visits Trevor's grave after the battle. As night falls, Michael, in his Outlaw suit, stands atop of a building roof with Nighthawk, overlooking the city. It's the beginning of a new era, a new age. The age of heroes. Beware The Outlaw cometh.
