Isaac relocated the residents' residences. He quickly built many shelters made of wood that he cut down from the forest surrounding the Starfall region. each shelter can accommodate 130 people. Meaning there are ten Shelters that he built. Even though it was simple and roomless, it was at least better than them sleeping in their derelict homes or on the overhang of the road.
Isaac also drained the criminals' grocery storehouse and cooked food for them. Of course, the reason why the territory residents had been starving all along was the work of the criminals sent here. They took the crops from the farmers and livestock without paying a penny. If they dared to refuse, then death was the only option.
