Queen Maria Watanabe and the rest of the people who had moved away from the city before its destruction had miraculously escaped the invasion of the Empire. They had left before the attack on the lowlands by the army of living corpses.
So by the time they were living there, the lowlands were still undisturbed, with their stubborn inhabitants refusing to leave their villages to take refuge in the capital city.
Normally, the Queen would have loved to get back there to either bid them farewell or ask them to come with her, but there was no time to waste, and she had to leave without stopping by.
