It couldn't be helped, his present influence in the world wasn't strong enough yet. His faith has barely started too. Perhaps, after he received more worship and condensed his Deity Seal, he would be able to pull more weight.
With the new prayers and flock already coming his way with Magnus' proselytization though, Kong Xiang now had more options for his last bestowment. But he decided to bide his time for now; he didn't get want all his Oracles to be in the same region. Instead, he preferred them to be spread across the planet.
The best case would be if Magnus could spread and expand the new faith outside the continent he was in a short while or something. But Kong Xiang knew that the development of a new faith, even the most ideal, was usually slow and required quite a bit of time to be propagated to that level.
