The two groups in the picture were facing off against each other across what looked like a ridge. Jake expected there to be some major classes, but a full-blown fight among groups like this only signified one thing. When he analysed the uniforms a bit more clearly he saw the reason behind them having the confrontation. Both of the groups belonged to different countries.
Since the compass guided him to this location, the confrontation here was most likely in regard to the treasure his compass had managed to detect previously. Jake came here to loot the area of all the treasures, and this confrontation gave him the perfect opportunity to get to the treasure without any struggle. All he had to do was sneak in through a backdoor making sure no one was able to notice him.
