Of the four avatars of Lakyus, the human avatar never showed up, it was his real body and once he died, he would never get the chance to walk this earth again.
So of the current active Avatars, the heaven avatar was the only one remaining. And it just so happens that it was also the strongest of the bunch.

His blazing white hair, as well as shining bright body were almost glaring to eyes. It was as if he was some heavenly angel dropping down into the mundane world.
