Decidue was not a normal place, it was for all intents and purposes, unconquerable with the strength and resources of current humanity.
It didn't mean people won't go and explore it for the riches it contains. Due to its unique nature, the Decidue cave system is famous for containing countless mines filled with valuable minerals and the kind of flora that won't ever appear on the surface world.
With riches, there would always be people who came to pursue those riches. And so at the largest entrance of the Decidue, there was already a prototype of a great city slowly forming as days went by.
