"What do you mean not enough!? I got this victor's money from beating Lorelei!" The money from beating an Elite Four isn't low and should've been enough to cover her defeat.
If not for the fact that trainer Red used drastic measures to exploit money from trainers he beat.
Each of his Pokemon held an Amulet Coin, all of which somehow or the other learned Pay Day or an equivalent move, which he mostly used to defeat Tatsumaki's Pokemons.
Tatsumaki would need to defeat the Elite Four 10 times over if she wants to be able to pay it back.
Assuming Red's not a debt collector and rise the price up.
Shaking his head, Red looks at Bruno whose final Pokemon, Machamp was decimated by Puff.
That final fight wasn't as easy as it look despite Tatsumaki not commanding Puff. This was because Machamp was a Guardian Pokemon, Bruno's ace. Bruno's vaster experience in battles leads to him almost managing to win despite the type of disadvantage.
The difference between Guardian Pokemons doesn't matter much if they have the right moves.
Red had decided to let Tatsumaki battle the Elite Four, if they were as strong as he believed, Tatsumaki won't get far, and even if she manages to win, it just meant the league wasn't worth the time spent arriving here.
As for why nobody has tried to stop him as he followed behind her?
Excluding the fact they have been defeated, the 8 badges he already possesses, and the clear difference in the strength of the 2, being a Pokedex holder gives one benefit worth killing for.
Walking through the part to the next Elite Four in awkward silence, Tatsumaki tries to break the atmosphere.
"It's a windy day we're having," Tatsumaki said smoothly before freezing.
And followed by the author promptly evacuating the VERY smooth ice breaker.

As time moved forward, Blue and Mike had now made it to the third Elite Four member...
"Lance? Aren't you the champion!?" Blue asks in a mocking tone.
"Must've gotten his *ss washed by Agatha," Mike laughed.
"Is that your first Pokemon? Alright then, let's start," Lance said bringing forth his ace Pokemon Dragonite.

"Hey! I'm just a cheerleader!" Mike hurriedly explains quickly creating a Destructive Barrier in front of him, right in time for the Dragon Claw that moved to split him into pieces.
Pity, the danger senses of Dragonite allowed it to spin around the barrier using Extreme Speed before continuing its Dragon Claw.
"I forfeit!" Mike shouts, he wouldn't gain much experience from killing Dragonite anyways.
How's he so certain? Experience, that's what.
"Now, avenge me, Blue! Teach that piece of sh*t a lesson!" Mike roared.
"What an annoying Pokemon I caught," Blue sighed. It has better be reliable when it evolves otherwise he swears in Arceus's name he'll use him as a football (American).
"What are you planning?" Mike asks curiously his instincts warning him, Blue has some mischievous intentions for him.

Skipping the one-move crushing of Blastoise Ice Beam/Blizzard/Dragon Pulse and surprisingly Thunderbolt. Lance was down and possibly his pride was shattered with the skillful combination of Blue and Mike's mockery.
Now all that's left was Agatha, or so they thought...
"Rhyperior, Rock Polish,"
"Gengar, WIll of Wisp,"
They reached the final battle, Tatsumaki vs Agatha.
From the monitor, they can see that they both were on their last Pokemons.
Rhyperior blocks Will of Wisp with Earth Power and got the speed boost from Rock Polish.
"Shadow Strike," The place darkened as multiple shadow appendages and Shadow Balls shot toward Rhyperior with him at the center.
"Ultimate Defense," Rhyperior body hardens, solidly tanking every one of Gengar's attacks taking almost no damage from it.
"Shadow's manifest, Mega evolve," Gengar's body made a change for the worst, at least so for Tatsumaki.
"Shadow Strike Wisp," The shadow appendages that shot towards Rhyperior were now bloody red with each lash leaving behind a red mark on Rhyperior's body.
"Hex,"
"Stone Storm,"
As the battle continued, Rhyperior was going further and further into a disadvantageous state. One can say it was a bad matchup when one saw Gengar being able to use Water, Fighting, Grass, and even Ground-type moves.
However, a keen eye could tell that was the only one of the reasons Rhyperior will lose.
"She isn't Champion material," Mike muttered.
Tatsumaki lacks the talent to be a good trainer, that's what he has confirmed from watching this battle.
She certainly has got the determination, but her utilization of moves may not even put her as a Gym Leader, much less an Ace Trainer.
"Girl, continuing any further is only hurting Rhyperior," Agatha said solemnly. "Rhyperior is only standing because of your determination, he would've fainted long ago if not for that. So let him rest before he gains irreversible damages,"
'As the Destruction himself, I call bullsh*t!' Mike said. 'but...'
"She's right, there's no need to continue so much," Mike coached, not aware that being registered had affected his soul enough so that Tatsumaki can't recognize him.
"What do you know? I'll win!" Tatsumaki snorts.
"Even if you can, there are 2 people here who are more than strong enough to kick you off that so great title called champion,"
"Well you're not wrong about that," Blue agreed. 'Indeed, with garbage like these as the Elite Four, what about this is great? Let's hope fighting Red won't be as lack lustered,'
"I will grow stro..."
"Indeed you will (not), but not now (or ever), so listen to your father now before you regret it," I warned, wasting the little Destructive energy I have to showcase my identity.
