Enopy then sat down in front of Layen

Layen nodded his head and said with a confused expression, "what's the police force ?"
Enopy almost lost his cool but decided to explain anyways; "the police force is the people who uphold peace by making rules such that people have to follow and kill in the name of Justice"
"Oh, you mean the Magic Council Association," said Layen with an expression of realization.
"The Magic Council Association?" Enopy said with a vague expression.
"Yeah, they control "the protect and serve stations", "the Information traders association ", "the Supreme Court of the world", and the "anything magical association." Layen quickly listed.
"Could you explain to me one by one what they do?"Enopy asked
"Ok, the protect and serve stations, protect and serve regular humans they can handle about every single problem that is not magic related such as rouge protectors or servers, killers, robbers, etc ."
"Do people just go and give in a report and they take care of their problems?"Enopy asked.
"Yeah, you go to the serve station and there is a server who will take your order. There are protect stations but there are protectors everywhere at all times so people rarely go there, and criminals are imprisoned and are reformed into devote servers or protectors, there are pairs of these stations all over each continent." Layen said.
"The Protect and serve stations are under the anything magical association", " the anything magical association takes care of the rouge Magic Knight, rampaging magical beast's, beast stampede, rouge magical pets, etc. The anything magical association is entirely made up of Magic Knights they have a "special" rank of three at the head of every branch, they used to be the, "anything Magical Guild" but were soon integrated into the magic councils system, they get their info from the information traders association. and there are only five of the anything magical association on each continent" Layen explained and took a deep breath.
"The information traders association are made of anyone and everyone, anyone with a shop or is a merchant can be an information trader there is only one base that is one of the floors in the magic council tower. Merchants and shop owners are given a gem and an inscribed bird that changes color and shape. Based on their aura the birds can record messages, if your bird transforms into something battle-related it can be used in battle. The base of the information traders sends transmission information to the gem, which is told to the gem holder and the gem holder can relay information to the bird and send it to the intended target. All birds can mask their presence and can camouflage but they are not invincible," Layen said, paused for a second, and continued...
"The Supreme court of the world has branches in all corners of the world containing only one building on each continent. Their base is one of the floors of the magic council tower, they don't interact with the world and they consist of what people call "inhuman", they occasionally make world-shaking decisions. They use "angels" which are inscribed giants that shine brighter than the sun and have white wings, from what I've heard".
"The magic council is made up of the protect and serve stations, the Information traders association, the Supreme Court of the world, and the anything magical association their base has 20 floors every floor is 4,000 feet tall and 2,000,000 miles long and is its own continent, it is almost entirely composed of "Inhumans" except for the few magic knights, underlings or experiment subjects, it is ruled by 8 "Inhumans" they change every 10,000 -15,000 years and are never seen again they are called the kings of this world, it is said that just a strand of there hair can split the world apart," Layen said.
Enopy forced himself to not think about what Layen just said to him and continued with his barrage of questions.
His face turned dark and he said in a cold voice "who or what are inscription masters and manipulators and tell me everything about them."
"Ok, inscription masters can use the energy of the world unlike magical knights who use the energy particle in the air or the fragrance realm to cultivate or the bodybuilders who just cultivate purely on the faint energy they can sense in the air,
inscription masters can use the energy of the world with which they fuse their core fragrance, the world energy, and "meaning"- to give the item the intended effect they can advance quicker than others because of the help of the world energy. They use their fragrance to sense energy particles closer to their aura/fragrance like everybody else but it's way easier to access those particles but not to sense them, they use the world energy to force energy particles that match or are close to their fragrance but it's a struggle on their mind. To be an inscription master you need to have a very high mental power and be chosen by the world ". Layen said.
"And for manipulators, they have a high fragrance just under the inscription masters in the rank term, a manipulator is like rank one and an inscription master a peak rank 2, and the rest are bodybuilders, stage first to peak, a manipulator can't sense the world energy but is able clearly to sense there own fragrance which is harder for inscription masters because the world energy just interferes when they try.
Manipulators are good at shaping their aura or fragrance. There are two kinds of manipulators, an aura manipulator, and a fragrance manipulator. They are self-explanatory. An aura manipulator can manipulate only aura, a changed energy manipulator can manipulate both". Layen said.
