Upon arriving at Casterly County, Owen Bertram feels for the first time that he's in a "leading" position, having discovered the treasure mine before anyone else, hence potentially thwarting their "great plot".

The underlying meaning here was whether he intended to share some of the benefits with Elder Brother.
