That was exactly what made Rune wonders different from Earthmates, even though they couldn't make use of the ancient arts of Earthmates, Earthmates couldn't unleash the powers of Runeys either.
All that explanation was said by Ragna in enough detail without missing anything, for both Blake and Sakuya it was something new, so they paid a lot of attention.
"And that would be all." Ragna only gave the basic explanation since there was too much information to tell, he could explain everything related to Earthmates thanks to the fact that he was one, but what he knew about Rune wonders was too little although her older sister was one.
