Although he didn't really want them to speak freely, as a leader, everyone likes obedient staff, and no leader would like staff that goes against their leaders.
That's why sometimes, people who can flatter but don't have outstanding work abilities enjoy quite good treatment, while some with strong abilities but don't know how to flatter might end up being mistreated accidentally.
Fortunately, the current leaders are implementing a shift system, not the previous one, making those who can and would like to flatter pay a much higher price than before. If they don't mind, they can continue spending money on flattery.
