The first time I entered Peach quarter, I found it surprisingly clean. Despite its reputation as a slum, the City Lord made sure to send in cleaners on a regular basis to collect the trash and sweep the streets, just like everywhere else, and the place was still connected to the sewer. That didn't entirely prevent the accumulation of stench from body waste, sweat, and rotting corpses, but it helped. No amount of cleaning could make the buildings look like they were in better repair, however, but they were at least serviceable enough for whoever occupied them.
