So they decided to focus on making their Supreme laws for now. At the very least, it will make leaving the void universe easier for them.
As it is, they have 12 channels. So they can create three more clones and 12 Supreme laws.
They found three special races to turn into clones. One of them is a race with the divine ability to traverse dimensions.
It is a mutated race that they engineered personally, as it doesn't exist naturally. The original race is a race of feline creatures that can enter the shadow dimension.
It uses this ability to hide itself and hunt stealthily. But after accelerated and targeted evolution, it became able to enter more than the phantom dimension.
It could even enter the spiritual dimension, so they changed its name from Phantom Menace to World Strider. They used one of them as their clone and then wiped out the rest.
