There are eight special forces, and ten volunteer forces in the building. Two of the volunteers left with Payal and Nell, who were the first to be rescued. The vice captain of the special forces, who was the man right below commander, stayed till the end, letting the team members leave before himself.
Vikram wanted to think it's very heroic to do so, but reality was nothing like that. He stayed on because he had the best control over the volunteer forces. The other members of the special forces were not as scary as the captain, who looked all too trigger happy.
