You offer to pay for whatever the thief stole. The thief and woman both look a bit perplexed, but they nod. You force Varys to give the woman a couple of Copper Pieces, which he groans about having to give up. "I would've liked to have spent that money on one of those turkey legs." The crowd disperses, and you're left with the thief.
He looks at you hesitantly. "What do you two want?"
"We're looking for people to join our team for the tournament," you respond. "You seem like a fast kid." You tell him all the details. He gives you a half-smile, nods, and then leaves.
Varys frowns. "I get the sense he won't show up."
