The Nix, Bifta and Seren families moved according to the Bombyx families wishes and began to close off the gates of each city to prevent people from entering and spreading infection within the city walls.
They swiftly arranged tents and temporary housing to be built outside of the walls in advance to welcome any survivors that had come seeking shelter and assistance during their time of need.
They also arranged some manpower to help organise them all and prevent any accidents while the disaster funds were beginning to be put to use to prepare those in a desperate enough situation with some food and shelter but also the doctors from the Herb Pavilion were closely guarded as they set up a large tent to handle those that had been either heavily wounded or displayed signs of sickness.
While there were some deaths, the bodies were swiftly burned to prevent further spread of disease if the flood happens to bring their dead bodies back up from the ground.
Although many voiced their dissatisfaction about many of the rules, regulations and the burning of their loved ones, Ki had prepared a written speech to be spoken by the head of the three families or the city lord to calm down their worries but also settle some of their doubts.
While aid was prepared within the Bombyx village and the three cities, beyond the northern border was unaffected by the flood but there was a swift increase of measures taken to make sure that the land that had been purchased previously would remain fertile and safe in case of any kind of accidents as they were beginning to grow herbs and crops.
In the other cities out of the Bombyx families range of control, the Herb Pavilion began to slowly decrease the prices for prescriptions after a checkup to handle the increase of patients and so had the soup halls prices to be able to provide cheaper meals for those who came to seek shelter with very little on their backs.
In some places, some desperate people resorted to crimes and killing, others formed groups to become bandits and ambushed others that were fleeing their homeland to seek a stable shelter and safe place for themselves or their family.
Some even attacked some carriages that were passing through some of the less affected trade routes with the hopes of stealing some useful materials or food for themselves.
These actions happened more often in places outside of the range of the three cities and if any rumours spread about bandits appearing nearby, Ki deployed her forces to investigate and handle it right away if it can not be handles by those within the city.
If it is too much trouble for the forces within each city to split their manpower to handle a small sick and hungry bandit group or even a more organised group that decided to take advantage of the chaos, Ki suggested to them to seek help from the mercenary groups within each city to handle those problems while they focus on ensuring the safety of the city and those from outside from revolting or causing any disturbances.
Outside of the three cities, many more lost their home, land, belongings, family, friends, lovers and riches.
They were forced to travel to the nearest city which was already difficult because of the flood but also the increase of attacks from bandits, as they crowded the gates to gain entry some of the cities denied them as they were believed to be full of disease while others simply wished to avoid overcrowding or making sure that their supplies are not burned through from accepting too many people into the walls and giving away too much of what they have only to receive nothing in return.
In some places they were suffering because of making such decisions to offer aid when they had not prepared enough for their own people, other places they let people within the walls and the diseases spread within the city and others the diseases spread outside of the walls and the death tole continued to increase as they had been unable to deal with the bodies efficiently because they wanted to spare the feelings of those grieving or thought that burying them was the best solution only to find out that the bodies were later unearthed by the flood and increased the spread of disease.
In the places where the Herb Pavilions, Soup Halls or clothing stores were located, some minor aid was given to check up on those sick and advise the leading figures of the city how to reduce the number of casualties while also stating that checkups will be free and some cheaper prescriptions or prices for some cheap clothing, food or other things that will help those outside the walls will be reduced.
If those leaders wish to cooperate with someone to offer aid but also not be taken advantage of then their business was the most trustworthy and would stick to their agreement through this difficult time.
Some ignored this advice but some didn't and saw some improvement right away thanks to the conditions and supplies provided to the survivors or those suffering within the walls after they had came together with their partners to cooperate with the Bombyx families businesses to provide aid inside and outside the walls.
Even after being rejected, the Bombyx family businesses still brought in high profits for the rising need of their goods that were fairly priced and suitable for those who had not brought much with them before leaving their homeland but those with nothing were left to suffer because of the decision to reject the deal made.
Without the support of those within power there was not much those businesses could do for those greatly in need of help and who also had nothing to give back.
In many places, there were grieving people crying over the loss of their loved ones and their homes or just the lack of help they had received.
Some revolted outside or inside the gates, some starved to death, some froze to death, some died in their sleep, some died of illness, some took their own lives or were even killed by someone among them.
Meanwhile closer to the border of the north, the three cities became a beacon of hope for those that were in great despair.
