Those who have been against this politics since the beginning won't change their mind. They don't like how Mages are treated but have no power to react.
Those who want to hold power won't change their mind either. They're set on keeping control on the souls.
It's the third group we are targeting here. Those who don't care. Or who aren't very clear about magic. Their pockets will get empty because of something they don't really treasure. What use is there in buying Mages with tributes?
They simply didn't have any reason to join the discussion before today. But now, with money on the stake, they'll take a side.
As for the nobles, we have the Queen Grandmother's blessing. She still holds a position, doesn't she? Invisible but existing.
