Over the course of a week, William kickstarted a lot of things. The massacre he did in front of the city wall was cruel, but it fueled his project, by word of mouth alone.
Either out of reverence, envy, anger or greed, plenty of people from the city's first section sought out William's many hired managers, in hopes of getting a job. Thousands of people had already been waiting to get employed by him, and this recent scandal tipped the bucket. Unemployed people started putting pressure on the managers.
People were getting restless, so he had to start hiring them. The first delivery of 'amenitian sand' arrived anyway, so he had a reason to hire a bunch of skill-less people. He needed them just for the muscle, and didn't plan to pay them as much as the architects or the blacksmiths, for example. He liked to consider them as paid slaves.
