William wasn't one who preferred speeches, so anything he said now, was more of a command rather than a word of inspiration. He wanted to set solid boundaries for these random folks, so they would know how to behave in the future!
Mass murder was the cruelest form of discipline, but it likely was the most efficient one too. People often needed to be pressured by fear, in order to embrace discipline!
There were only a few who didn't need to be disciplined, and who'd behave for decency's sake, rather than anything else.
Those kinds of people lived within the inner portions of the city, of course. The thieves he had to discipline today were in no way innocent, but thankfully he could get the word across them quickly!
