Hope was a delusional emotion which a lot of people clung on. In the worst situations, there were those who could only hope for the better, and those who'd fully believe that everything was over!
Both of those concepts have its own values, but neither of them actually matter. When any degree of disaster overwhelmed a society, it doesn't tend to ask people how they feel about it, havoc just unapologetically bursts out.
This case was no exception, and it was simply stupid to depend on hope right now. Most of the eighth city-section had been submerged, and indefinitely destroyed.
Thankfully there were barely any people in it, or else this would have been the second greatest mass-slaughter in this city's history!
