Yes the man lying is Ryuga. After his battle with Diablo Nemesis finished with his bey destroyed beyond recognition...He was injured to the point he couldn't move a single muscle, looking at the sky he spoke,

Ryuga - To think I, Dragon Emperor lying here in pathetic state_..... hehehe_... laughing while mocking himself.... thinking about recent events
