Dean was waiting for Claus in the central plaza of that refuge. It wasn't a very huge plaza like the one that they had in Refuge Sarah, but Dean was used to seeing more ordinary or miserable things when in other assentments. After all, he went through lots of refuges during his journey with Rick.
'People here seem to be very peaceful. I don't see that same fear in their eyes that I already saw in other refugees...
