Energy veins could sometimes cross over each other and locations where multiple energy veins intersected were called energy hotspots, and this Landing Outpost 47 was one of said Hotspots.
Arthur was trying to study the cosmic energy to see if he'd understand Lucifer's words, but he saw no indicator of Gozon failing to become a Prime World.
