Draven's organization has various connections with dark groups outside the city walls. With these connections, he is able to blackmail the city leaders using the power of public influence. According to Isaac, there is a small hole in the wall near Draven's base that's just big enough to fit a thin man through. Dark groups from outside will send one or two men to aide in Draven's goal of power over the city. The men that are sent don't stand out too much, so they are able to disguise themselves as common citizens.
If ever any of the city leaders did something that Draven didn't like, Draven would deploy the dark groups' men and influence the public opinion of that city leader. This, in turn, will make the city leader back down and undo what they did. Public opinion is everything for a city leader, so having the public go against them will severely impact their image and reputation.
