A majority of the human population has either black, brown or blonde hair. The texture and length may vary but colour is confined to those three regardless of place of birth.
However, a small minority have colored hair. Examples of this anomalous hair color include white, blue, green, and red, in order of increasing frequency. Only about 1 in 1000 people have colored hair. They are referred to as Monochromes, and all of them develop magical aptitude.
In extremely rare cases, some have been known to have more than one color hair. These are known as Dichromes. Some do not develop magical aptitude, but those who do become fourth tier or greater mages.
The phenomena that creates monochromes and dichromes is hardly understood. A widely supported hypothesis is that this condition is the expression of a non-human gene in the blood. No one knows for certain however, and it is all up for debate.
