The rising number of helpless half-lings was always a big concern. It was not because they were weak as a species but because of how they are always left alone during the most vulnerable stages, childhood and teenage.
The halflings grew up in a matter of a few months from children to adults where they have to go through a transformation period. During this time they need to be protected not only from outside threats but also from themselves. It requires strong willpower to undergo the sudden transformation as they go berserk and many halflings do not make it through this process. While elves made it as long as it was a dense forest, it was most difficult for the beast kin, especially females.
The human counterparts of their parents would mostly be killed or abandoned.
