No everyone is permitted to see the face of their leader. It is one of there rules. Only the members of the inner chambers of the group actually know who the leader is. The leader of the rebel group always put on that mask whenever he wants to meet with anyone that is new or other members of the group.
It is said that it was one of the ways the members of the group have been made to respect and fear him. It is said that people fear what they don't understand and this was a typical example .
